Overseas Citizens are defined as U.S. citizens who reside outside the United States.
What is an E-ballot: Qualified voters will receive an exact image of their regular absentee ballot via email. The ballot is then returned using normal mail delivery. A regular ballot is also mailed to the voter and should be used if time permits.
